Once that was done, I installed Arkham City and everything ran without issue. To install on Windows 7/8/8.1, rename the file format to ' themepack '. I used Driver Fusion to completely clean all remaining remnants of the Nvidia drivers that don't get removed by uninstall. I uninstalled all elements of the Nvidia driver package that Windows 10 installs automatically (the 353.62 package). This step may or may not matter, but doesn't hurt to be safe. I completely removed Arkcham City from my PC (uninstall, followed by deleting all the leftover files in Steam directory and User directory). Anyone having this problem - this may or may not help you. Seeing it work on your end had me digging into this some more, and I finally fixed it.
